"appear to be" is the operative phrase. Hotmail is one of the best
providers at responding to spam complaints and nuking the offenders in
a hurry if they aren't forgeries. In fact, they're right up there with
Erols in terms of their responsiveness.
Contrast with Compu$erve and Netcom, who are abysmal, and who fail to
respond to denial-of-service atttacks, forgeries, and other abuse.
An increasing number of system and network admins are walling their
sites off from both because of their irresponsible administration.
