Yes... but.  Frankly, I find it distracting and not an effective interface.

When I am running my mouse across a page, my eye is naturally following the
mouse. But when I see something move on a different part of the screen, my
eye jumps over to that and away from the mouse. Then I realize what
happened and go back to the mouse, move it again, and the same thing
reoccurs. So my eyes are jerking back and forth across the display.

Now, admittedly we are talking milliseconds here and it's not a huge deal.
But I think this is an example of "gee we can do this so lets do it and not
think about whether it is useful or not".

What is the utility? I see none. Plus, all those mouseover images have to
be pre-loaded.
