Short answer: no.

My last project before rejoining the corporate world was an intranet 
for a gov't department, for which the client was adamant he wanted 
cascading menus.  So I looked into many, many options, and finally 
settled on a sort of hack of a DHTML/Javascript set of scripts I 
found at webreference.com.  This worked marginally at best, even with 
the entire department standardized on one version of one browser.

As for Java -- yes, avoid it.  Pain in the butt, and far too likely 
to produce an empty hole in your page when users like me (with Java 
support turned off) visit it.

Bottom line is that for page elements to cascade over top of other 
elements, you need to use DHTML and Javascript.
