It would appear that the scroll bars in the bottom frame are throwing it
off. If not for them, it appears that everything in the bottom frame
would, in fact, center under the contents of the top frame. Even
shortening the bottom frame so that it wouldn't need a scroll bar isn't
guaranteed to work because the scroll really depends on the monitor size
of the viewer (which is why we usually leave Scroll="Auto").
