The problem is in your frameset attributes, specifically the fact 
that the top frame is set to 'scrolling=no' while the bottom is 
'scrolling=auto'.  Changing the top frame's scrolling to auto will 
align the two.  However, this of course will cause a scroll bar to 
appear in that frame unless you increase its height somewhat.

Either way, I can guarantee you that you will not get perfect 
alignment and frame sizing on all browsers and all platforms.  Not if 
your goal is to have the top nav bar flush along the exact top of the 
image below, and perfectly aligned on the left, which it would seem 
to be. You just can't exercise that much control over HTML.
