Requirements for Internet Registrars Announced

WASHINGTON -- The requirements for companies hoping to compete with Network
Solutions Inc. in the lucrative business of registering Internet addresses
were announced on Monday by the nonprofit that has been tapped to take over
administration of the Internet.

Prospective registrars must have $100,000 in the bank, $500,000 in
liability insurance and a proven computer infrastructure, according to
accreditation guidelines proposed Monday by the Internet Corporation for
Assigned Names and Numbers. The proposal marks ICANN's first step toward
breaking up the government-sanctioned monopoly that Network Solutions has
held on the domain name registration business.
The guidelines were announced the same day Network Solutions was finalizing
plans for a secondary stock offering, which is expected to be the largest
equity offering ever by an Internet company.
