Well, actually, it was.
What the FCC decided is this:
If you are a local phone company, you have contracts with other local
phone companies and other carriers on how you pay each other for calls
that pass across each other's networks. The FCC was asked to decide how
internet ISP calls fell into this scheme.
What they decided was that if it is already in the contract, they follow
the rules on the contract. If it is not in the contract, they allow the
state communications commissions rules to apply.
That's it. They did not decide that 7 digit local calls to your ISP are
long distance. they only decided that, in the case of phone companies
providing local numbers to re-connect people to national services (i.e.,
they're just turning around and passing them over long distance lines),
these can be treated as long distance if that's what the contract
stipulates.
This will not, in any noticeable way, have any effect on people dialing
up the internet.
So, while the FCC did decide something this week, and it was
tangentially related to the recent message, it wasn't actually at all
the problem noted in the message.
