In the public_html directory, you create a directory that does not
have write permission except by that account, and put programs in it that
have been flagged as executable. On one site, I named it cgibin, on
another site I named it c. This will only work if the directory is not
writable by others.
Oh, and Perl is in /usr/local/bin/perl on Best.com.
