"Symbol" is found on many but not all Windows machines, and is a 
character set used mostly for displaying equations.

"&Ocirc;" is an HTML code for a capital O with a circumflex 
diacritical, i.e., a "caret" symbol over the O.

Putting the two together on a Windows browser does usually produce a 
TM symbol, but this is more by accident than design. On most other 
platforms the font specification would be ignored, and you wouldn't 
get a TM.
