Mailboxes are full? You can't. The SMTP protocol does not support
a mechanism to do this.
Addresses have changed? There's no support for that either, and most people
have VRFY turned off in their mailers these days to frustrate spammers.

Gatekeeper is a relatively common hostname for machines which sit in
a firewall DMZ and pass traffic in and out. Has been for well over
a decade.

This is a very common message, and I have no idea why you've forwarded
it here. It simply means that mail.fcc.gov refused an attempted connection
on port 25, and the rest of it means that you need take no action other
than to be patient, because the attempt will be made at intervals over
a period of several days before failure is declared and the message
is returned to you. There are numerous reasons why this transient
condition might exist: the host might be unreachable or down, or mail
might be temporarily shut down for some reason, etc. It does NOT indicate
that the addresses have changed; nor does it indicate that they are correct.
(Since the connection itself was refused, no SMTP transaction took place.)
