I have found the equivalent (I think) to mkimap - on Ubuntu it is called "cyrus-makedirs". I executed
$ su - cyrus cyrus$ /usr/sbin/cyrus-makedirs and it created the expected a-thru-z directories in /var/spool/cyrus/mail/ and /var/spool/sieve. However there are no .user directories anywhere, and I still get the following in the mail.log file. (BTW, the bounce works correctly - I do get an email indicating that this server can't deliver due to no mailbox.)
