Hey, go easy on yourself. Things are only simple after understanding.

IRC is an old and VERY successful Chat protocol that was/is widely
used for conversations in real-time to one or many users at the same
time.
It's very simple. You (as others) are identified by your nickname.
You can send/receive messages in private with a specified user or
public in a specified channel.
Each IRC server typically has many channels and at anytime any user
may join the channels we wants (exception made to channels with
special rules).

The most famous server related to Open Source is irc.freenode.net and
it's where #web2py (the channel) is located. By now, you know it all.
All you need is an IRC Client.
If you are on Windows, get mIRC
If you are on Linux, get X-Chat
If you are on Mac, get Colloquy
If you are on a browser, go to http://www.web2pychat.com/
