Usually 2.X.0 are release candidates. 2.X.1 is the first stable release and 2.X.Y are bug fixes stable releases. 2.2.1 is an exception since we did not release any bug fixes. This is because 2.2.1 was release soon after 2.1.something and itself contained many bug fixes.
