The point of "claim affiliation" is that an organization may register 
members before members ever login and use some internal code to identify 
them (emplid code, that's how peoplesoft calls it). If you know your emplid 
and you join later, you can still claim that the existing registered user 
is you, even if registered using a different email adress, as long as the 
name match and nobody else has claimed it.
