You just said "Windows, SQL Server, and zero support for Python", which 
doesn't even tell us which web server (I assume IIS?) and other tech do you 
have available. Do you even have PHP? I had good experience with CakePHP 
some years ago, but haven't followed PHP frameworks that closely since.

Anyway, as it was already suggested, python or no python, you can use the 
web2py standalone executable. But, if you company has a half-competent IT 
department, they won't allow you to run an executable like this on a 
corporate web server... or will they?

Why don't you go the usual route, make a project proposal, get it accepted 
and get your superiors to make your IT staff provide the web2py environment 
your project requires. You'll have much less troubles in the future.
