fake_migrate is only necessary if you have migrations enabled and you need 
the DAL migrations metadata to be made up-to-date with the current state of 
the database (based on the current model definitions) -- so the DAL doesn't 
attempt to make unnecessary migrations. If you have migrations disabled 
altogether, there is no need for this.
