thanks Martin, already tried your suggestion, but still got the same result
:
*controllers/testtelegram.py*
import requests

def sendtelegram():
    TOKEN = "TOKEN"
    chat_id = "CHAT_ID"
    text = "test"

    url = "https://api.telegram.org/bot%s/%%s"; % TOKEN
    data = dict(chat_id = chat_id, text = text)
    method = "sendMessage"

    return requests.post(url%method, data = data).json()

*result*
Sendtelegram
description : Bot can't send messages to the bot
error_code : 403
ok : False

any other way how to achieve it using web2py way?

thanks and best regards,
stifan
