Hi Stifan!

Please check:

(1) Is the chat_id YOUR telegram id? I don't know this error message, but
maybe you have used the chat_id of the BOT?

(2) You have to send at first one message from YOUR telegram account to the
bot - the bot is not allowed to send a message without beeing once
contacted by the user.
