Just change routes_out:
routes_out = (
              ('/myapp/static/(?P<filename>.*)',
              'http://static.justen.eng.br/\g<filename>'),
)
It will catch all characters, for example:
URL(r=request, c='static', f='foo/bar.baz?query=string')
will return:
'http://static.justen.eng.br/foo/bar.baz?query=string'
