easy_install is not a web2py function. It is a distutil function. It
works out of the box if you have distutil and run web2py from source.
We have not included easy_install in the web2py binary because Python
does not include it either.

If you run web2py from source. you install module in the same ways
(not one more, not one less) than you do normally in Python.
