[GLIB] Use more reliable generated app-ids

This is a follow-up to 262998@main to re-add the fallback to using a
random UUID if FileSystem::currentExecutablePath() returns an empty
or null string.

(WebKit::effectiveApplicationId): Re-add UUID fallback.
