WebCodecs and WebRTCEncodedTransform flags in Cocoa should check for
libwebrtc dylib availability

Reviewed by Philippe Normand.
WebRTCEncodedTransform and WebCodecs implementations currently require
libwebrtc for USE_LIBWEBRTC platforms.
When libwebrtc.dylib is not available, these APIs should be disabled.
Align these APIs with what we do for RTCPeerConnection.
