[tvOS] Add a scrubber bar to media controls

Reviewed by Eric Carlson.
Moved the play/pause and seek back/forward buttons to the bottom and added an
interactive scrubber
bar above these controls. Added an option to TimeControl to render the
elapsed/remaining time
labels below the scrubber.
