[WPE][GTK][GPUP] Prevent unconditional GPUProcess creation from mediastream
tests

When calling `testRunner.setMockCaptureDevicesInterrupted()` and
`testRunner.triggerMockCaptureConfigurationChange()` a runtime check was
missing, leading to the
creation of a GPUProcess even if the UseGPUProcessForMediaEnabled preference
was disabled. The GTK
and WPE ports don't ship a complete GPUProcess implementation yet, so runtime
checks are necessary.
