[GTK] [WPE] API test runner can't handle fully skipped suites

Reviewed by Adrian Perez de Castro.
Skipped tests have a 77 return code, which our runner was failing to
handle. By checking for 0 or 77, neither passed nor skipped tests are
marked as crashing / failing.
