Skip TestWebKitAPI.ProcessSwap.ReuseSuspendedProcess in site isolation until
page cache is enabled in site isolation.

This patch skips the ProcessSwap.ReuseSuspendedProcess API test. The test
depends on support for page cache
in site isolation, so it is skipped until support is added.
