Enhanced <select>: stylable ::picker(select)

Reviewed by Tim Nguyen and Ryosuke Niwa.
Add SelectPopoverElement so we can close the popup when the appearance
value changes. Also introduce a pseudo-class to match this element so
we can easily exclude popover.css rules and use :popover-open
internally. (The external API is select:open::picker(select).)
Change RenderTheme and StyleBuilder to support appearance:base-select
on the new element (and -internal-auto-base).
Rebase WPT editing tests as we don't care for them.
