[EWS] Rename JSC-Tests-EWS to reflect that it is an x86 queue and trigger it
from the Sequoia builder

The rename is a follow-on to the shortname change in 312726@main to reflect
that this is an
x86-64 configuration. Since the new Xcode version we require to build for macOS
only runs
on Tahoe, switch this configuration to be triggered by the existing Sequoia
builder.
* Tools/CISupport/ews-build/config.json: Rename the builder and switch it to be
triggered
by the existing Sequoia builder.
* Tools/CISupport/ews-build/factories_unittest.py:
(TestExpectedBuildSteps): Update unit tests.
