[cmake] Add more clang-target

https://commits.webkit.org/320498@main added a -clang-target flag for Swift
under a cmake build. We need to add that in two other places so that a
consistent set of options are passed to the clang importers. As well as
correctness, this is necessary to work towards fewer PCM compile steps.
