WebGPU: Use chain mechanism for Cocoa specific API extensions in WebGPU.h

Use the WGPUChainedStruct mechanism to pass in platform specific
extension data to functions that need it.
Revert back to WGPUShaderSourceWGSL to provide the WGSL source text
with the chain structure. ANGLE/WebGPU is using the standard webgpu.h
API it to pass the shader text.
This is work towards being able to use WebGPU.h in ANGLE/WebGPU that
uses the standard webgpu.h interface.
