[results.webkit.org] Dynamically configure dashboards with recent branches

Allow dashboards to be configured to match all branches currently being
reported.

Tools/Scripts/libraries/resultsdbpy/resultsdbpy/flask_support/flask_testcase.py:
(FlaskTestCase.run_with_real_webserver): Pass arguments through.
(FlaskTestCase.run_with_real_webserver.decorator.real_method):
(FlaskTestCase.run_with_mock_webserver): Ditto.
(FlaskTestCase.run_with_mock_webserver.decorator.real_method):
(FlaskTestCase.run_with_webserver): Ditto.
* Tools/Scripts/libraries/resultsdbpy/resultsdbpy/view/static/js/drawer.js:
Include the current
branch in the drop-down, even if that branch was not reported recently enough.
* Tools/Scripts/libraries/resultsdbpy/resultsdbpy/view/view_routes.py:
(ViewRoutes): Hold a commit_context to query for branches.
(ViewRoutes.constants): Turn regex branch matches into dashboards per-branch.
* Tools/Scripts/libraries/resultsdbpy/resultsdbpy/view/view_routes_unittest.py:
(WebSiteTestCase.setup_webserver): Pass dashboard definitions through.
(WebSiteUnittest.test_constants): Add new tests for branch-parameterized
dashboard entries.
