[GLib] Drop the extra String conversions around a few GLib-allocated strings

ResourceLoaderSoup decoded the g_content_type_guess() result as Latin-1;
GLib returns UTF-8. InputMethodFilter decoded the new preedit twice, once
into a UTF8CString for the comparison and once into a String. Four
makeString() calls (the DRM modifier name and GStreamer version rows of
webkit://gpu, the web extension base URL and the selection markup link)
built a temporary String, or scanned a raw pointer with unsafeSpan(), for
bytes that only had to be spliced in. Adopting these results in a
GMallocString gives makeString() and String::fromUTF8() a UTF-8 span
directly, and gives the preedit a single decode.
For an input method context that returns a null preedit, against the
documented empty string, the comparison now treats null and empty alike
and skips the redundant update.
