Support WebCodecs HEVC annexB encoder

Reviewed by Jean-Yves Avenard.
We add support for the HevcEncoderConfig so that web pages can turn on annexB
HEVC encoding.
We add a few enumerations to AvcBitstreamFormat and HevcBitstreamFormat so that
we get better casing for avec, hevc and annexb enumeration values.
Covered by updated WPT test.
