[MathML] Implement new MathMLAnchorElement Web IDL support.

Reviewed by Frédéric Wang Nélar and Anne van Kesteren.
MathMLAnchorElement is inherited from MathMLRowElement to create
RenderMathMLRow for rendering.
Aligns the MathMLAnchorElement with the HTMLAnchorElement and SVGAElement by
resusing AnchorElementFunctions.
