[ews-build] Move four workers from macOS-Sequoia-Release-WK2-Tests-EWS to
API-Tests-macOS-EWS

API-Tests-macOS-EWS has been saturated, with median queue waits of 13+ hours,
while
macOS-Sequoia-Release-WK2-Tests-EWS has been running at about 55% utilization.
Both queues
run on the same hardware and OS and are triggered by the same builder.
* Tools/CISupport/ews-build/config.json: Move ews106, ews107, ews146 and ews149
from
macOS-Sequoia-Release-WK2-Tests-EWS (14 -> 10 workers) to API-Tests-macOS-EWS
(7 -> 11 workers).
