[Site Isolation][iOS] Adding items to a drag from a cross-site iframe fails

Reviewed by Charlie Wolfe and Ryosuke Niwa.
Adding an item to a drag started in a cross-site iframe looked up the main
frame, which isn't in the iframe's process,
so the item was never added. Use the local root frame the request names, as
requestDragStart does.
