Reuse an unused provisional process for a COOP browsing context group switch

When a cross-site navigation gets a COOP response, we used to unconditionally
swap its provisional
process for a prewarmed or new one. If that provisional process has never
committed a load, hosts
nothing else, and only has cookie access for the response's site, it's as clean
as a prewarmed
process, so the navigation can continue in it.
