Reorder PaintInfo members to reduce padding (88 -> 80 bytes)

Move the bool next to `phase` so that it fills the existing gap before
`paintBehavior`. This shrinks PaintInfo from 88 to 80 bytes on 64-bit
platforms (and from 56 to 52 bytes on 32-bit), for Clang, GCC and MSVC ABI
via Clang.
No change in behavior.
