Remove fast/canvas/webgl tests that are redundant with the imported WebGL CTS.

These tests are older copies or subsets of tests in the Khronos WebGL
conformance test suite, and the CTS imported under LayoutTests/webgl/
covers everything they check. Resources used only by these tests are
also removed.
