[Site Isolation] Context menu items do nothing in a cross-site iframe that
isn't focused

Reviewed by Charlie Wolfe.
The chosen context menu item was sent to the focused frame's process, so for a
menu shown in a cross-site iframe without
focus it went to a process with no active menu. Send it to the process of the
frame the menu was shown for.
