[Site Isolation] Cross-site iframes stay blurry after moving to a display
with a different scale factor

Reviewed by Charlie Wolfe.
A device scale factor change only updated the local main frame's layers, so a
cross-site iframe in its own process
kept rendering at the old scale. Update every local root frame, as
Page::setPageScaleFactor does.
