[Image Redux] Move tiled image drawing to Style::Image

Reviewed by Alan Baradlay.
Moves both tiled image drawing functions, the one used for backgrounds and the
one used
for border-image, from GraphicsContext and WebCore::Image to Style::Image.
This is the first step toward making drawing Style::Images the responsibility
of the
Style::Image itself.
This also fixes a conceptual layering issue due to the tiled image drawing in
WebCore::Image
implementing CSS specific drawing rules.
