iOS-style dynamic zooming on macOS

Adopt the iOS delegated page-scale pipeline for pinch zoom on macOS, behind the
default-on UnifiedMacZoomEnabled preference.
What macOS did before ("transient zoom")
----------------------------------------
Page scale was baked into the web process: LocalFrameView laid out and painted
at the zoomed scale, and the scrolling tree's scroll positions were in scaled
coordinates. A pinch could not wait for that, so ViewGestureController ran a
separate transient path. During the gesture the UI process put a scale and
translate transform on the page-scaling layer and grew the clip layer, scaling
already-painted content up like an image. On release, commitTransientZoom asked
the web process to bake the new scale in, relayout and re-tile, then dropped the
override. Consequences: content was visibly blurry for the whole gesture and
sharpened only at the end, tiles were never regenerated at the gesture's scale,
and fixed and sticky elements did not track the gesture because the layout
viewport only moved once the scale was committed.
What iOS does
-------------
Page scale is delegated to the UI process. The web process lays out at page
scale 1 and keeps its geometry unscaled; the UI process owns the scale and
applies it to the layer tree (UIScrollView's zoomScale on iOS). Each frame the
UI process sends a VisibleContentRectUpdate carrying the unobscured rect, the
layout viewport and the scale, and the web process uses that as a layout
viewport override to place fixed and sticky layers and to pick tile coverage.
Scale is therefore live, not deferred: tiles re-render at the gesture's scale
and fixed elements follow the gesture as it happens.
What this change contains
-------------------------

- Turn delegated scaling on for macOS behind the flag:
WebPageProxy::delegatesScalingToUIProcess() and
RemoteLayerTreeDrawingAreaMac::usesDelegatedPageScaling() consult
Settings::unifiedMacZoomEnabled().
- Unify, rather than duplicate, the iOS machinery. The visible-content-rect and
dynamic-viewport code moves out of the iOS-only files into shared Cocoa ones
(WebPageIOS.mm -303, WebPageProxyIOS.mm -139, WebPageCocoa.mm +384), and the
"send visible rects then adjust layers for the layout viewport" tail that
WKContentView had is now
WebPageProxy::updateVisibleContentRectsAndAdjustLayers,
shared by both platforms.
- The gesture itself, in RemoteLayerTreeDrawingAreaProxyMac (+623). macOS has no
UIScrollView, so the UI process does that job: it puts a pure scale transform
on the scrolled-contents layer (inside the frame clip, above fixed and sticky
layers, which is where iOS's scale sits), anchors the gesture point by moving
the scroll position rather than the transform, clamps to what the document can
reach, rubber-bands below unity, and snaps back on release. Because the web
process also commits to that layer and the scrolling thread repositions it,
RemoteLayerTreePropertyApplier gains ownsTransformOfLayer/ownsPositionOfLayer
so a commit in flight cannot overwrite the gesture, and the position is set as
a fill-forwards animation so it lands in the same CA commit as the transform.
- WebCore: ScrollingTreeFrameScrollingNode carries a delegatedPageScaleFactor so
repositionScrollingLayers scales the scrolled-contents layer position; macOS
grows a layout viewport override; and pixel snapping switches from the device
scale factor to Document::pixelSnappingScaleFactor so geometry still lands on
store pixels when the scale is not baked in. Moving
WebChromeClient::hasStablePageScaleFactor to the Cocoa file enables
RenderLayer's existing font subpixel-quantization suppression during a zoom,
which removes the glyph jitter the gesture would otherwise show.
- Testing: delegatedZoomOverrideAsTextForTesting, plus UIScriptController and
EventSenderProxy plumbing for a synthesized magnify gesture, since the
existing page-scale test hooks bypass the UI process and cannot exercise
delegated zoom. 17 new view-gestures tests cover anchoring, clamping,
below-unity rubber banding, the layout viewport surviving a commit, and
layer geometry landing on store pixels; the rest of the test churn is
rebaselines for layer-tree dumps that no longer carry a baked page scale.
