[JSC] Apply JSONCache NameTable caching to 16-bit source

This patch extends JSONCache NameTable to make it applicable to 16-bit source.
We still keep 8-bit strings as name tends to be latin-1, but we accept
16-bit source and compare them with stored 8-bit strings.
