[CMake] Match Xcode's XPC service and framework Info.plists on macOS

The XPC services lacked the RunningBoard keys Xcode's
update-info-plist-for-runningboard.sh adds, so RunningBoard didn't manage
WebContent, Networking or GPU and never backgrounded or suspended them.
Add the appropriate keys, matching what the script does and the default
LaunchServices plist keys that Xcode provides. (The script is so simple
that I opted to inline its plist edits rather than call it.)
Fix a code signing issue in the Development WCP. Build it without
restricted entitlements and signed ad-hoc.
JavaScriptCore, WebCore and WebKitLegacy fell back to CMake's default
framework Info.plist on macOS, which left JavaScriptCore and WebKitLegacy
without a CFBundleIdentifier. Use their own Info.plists, and use Xcode's
short version string (e.g. 627+) in every framework, including
WebInspectorUI, which also said 1.0 / 1.
