Remove DOMImplementation::createCSSStyleSheet()

document.implementation.createCSSStyleSheet() was dropped from the web
in 2017. See https://webkit.org/b/171825
The WebCore function stayed, only for the WebKitLegacy Objective-C and
the GTK DOM bindings. Remove it.
Both bindings are public API, so keep their methods. The Objective-C
methods return nil, like other stubs in DOMDocument.mm. The GTK function
warns and returns nullptr, like the functions in WebKitDOMDeprecated.cpp.
No behavior change for web content. The existing test
fast/css/DOMImplementation.createCSSStyleSheet-obsolete.html still
checks that the method is not exposed.
