Compression dictionaries ignore stale-while-revalidate

RFC 9842 requires a dictionary to be either fresh or allowed to be served
stale to match, but a dictionary's expiration was only its freshness
lifetime, so one inside its stale-while-revalidate window was never used.
Extend the lifetime by stale-while-revalidate when the session enables it,
unless must-revalidate forbids serving the response stale.
