Add --dry-run to swiftc-wrapper
https://bugs.webkit.org/show_bug.cgi?id=325445
Reviewed by Adrian Taylor and Elliott Williams.
Prints the swiftc command line the wrapper would run and exits.
Useful for extracting and isolating the underlying swiftc invocation
for compiler performance analyses.
