Web Inspector: DebuggerManager leaves no active call frame when the active
target resumes while another target is paused

When the active call frame's target resumes, fall back to the top call frame of
a target
that's still paused. Also set the active call frame in debuggerDidPause when
there isn't
one, not only when the debugger wasn't already paused.
