Stop soft-linking parts of Network framework
https://bugs.webkit.org/show_bug.cgi?id=326464
rdar://189263735
Reviewed by Abrar Rahman Protyasha.
WebKit already hard-links libnetwork, but six nw_* SPI functions were
soft-linked
as optional. They were newer than some of the SDKs and OS builds WebKit
supported
when they were adopted. All of them have been available since macOS 14 / iOS 17
or earlier, which predates every OS WebKit now supports. Call them directly and
remove the null checks.

Declare the proxy and tracker lookup SPI for builds without the internal SDK.

(WebKit::NetworkSessionCocoa::clearProxyConfigData):
(WebKit::NetworkSessionCocoa::setProxyConfigData):
Remove SUPPRESS_RETAINPTR_CTOR_ADOPT. It was only needed because the soft-linked
function pointer had no returns-retained annotation.
